BHILAI (CHHATTISGARH)
The
Smriti Grih Nirman Sahakari Sanstha was registered
in 1980. initially the Sanstha had 900 members majority
of them belonged to Bhilai Steel Plant employees.
Subsequently, the employees of other Government
offices and corporate units located in and around
Bhilai also joined the Sanstha and its membership
swelled to 1283 (979 males and 304 females). In
addition to these 1283 active members, in March,
2007, the Sanstha also had 141 nominal members (including 80 males and 61 females) on its rolls. The Sanstha purchased 155 acres of land in and around Junwani village in district Durg with the contributions received from its members and renamed it as Smriti Nagar. Initially the Sanstha had planned to construct houses with modern amenities in three categories with EWS, LIG and MIG, but due to various developments at that time, the Sanstha had to shelve its plan. Therefore, the Sanstha got a lay-out plan prepared and allotted plots in three categories to its 1283 members and got them registered in the individuals names. As on 31st march, 2007, the Sanstha had a share capital of 13.84 lakhs and it is functioning from its own premises.
The Sanstha is holding its general body meetings regularly. Last general body meeting was held on 14th January, 2007 where elections were also held which constituted a fresh managing committee. During 2006-07, the managing committee convened 17 meetings. Due to the persistent efforts of the managing committee, the Sanstha had been able to generate its own funds amounting to Rs.12.90 lakhs.
The
Sanstha is not directly providing any financial assistance
for constructing the houses nor involved in construction business
but largely engaged in providing and developing the plots to
their members. It is left for individual members to construct
their houses from their own resources as per individual’s
approved plans. The Sanstha helped its members in getting
their plans approved from the municipal authorities and
subsequently in construction of houses. Initially, the pace
of construction was very slow due to non-availability of basic
amenities like roads, electricity, water, sewerage etc. but from 1997 onwards, the management of Sanstha made sincere efforts to develop the area.
Development of Better Living Conditions/facilities/amenities :
The following basic amenities were got developed by the santha to develop the society and provide conducive environment:
(i) Construction of Roads and Tar Coating .
(ii) Electric poles were erected and lines were laid for providing electricity to each house and street lights.
(iii) Bore wells with higher diameter were dug and pumps installed on them.
(iv) Water tank were constructed and also laid best quality of GI pipes in colony to provide water to each plot/house.
(v) Proper sewer lines were laid and connected to each houses.
(vi) Commercial complex was constructed, inter-alia, providing proper space for opening of Indian Coffee House and Super Bazaar etc.
(vii) Parks and a community hall were constructed.
(viii) Four temples were constructed with the donations received from members and others.
(ix) Space was provided for opening of a branch of Canara Bank, Police Post, Sub-Post Office which subsequently came-up.

As on March, 2007, the houses had been constructed on 1034 plots (227 belong to EWS category, 628 LIG and 179 MIG), while on the remaining 249 plots (57 EWS, 147 LIG and 45 MIG) the construction work was on various stages of progress. With the development of Smriti Nagar, the areas surrounding the colony also came-up under fast development and many schools, engineering and other colleges, medical college, super speciality hospital and other essential institutions have either been opened or under various stages of construction.
The Sanstha is looking after proper maintenance of electric lines, water supply works, sanitary works, parks, parking places, community centre etc. It also endeavours to plant more trees in the colony with a view to keep the environment neat and clean.
The Sanstha had further plans to construct houses for allotment to its members. The members in colony are living in the complex in social harmony. Presently, the Smriti Nagar is one of the well developed colonies in the Chhattisgarh State.
